About the Nursing Council
The Nursing Council of New Zealand (the Council) is the regulatory authority responsible for the registration of nurses. Its primary function is to protect the health and safety of the public by ensuring nurses are competent and fit to practise. The Council fulfils this responsibility by registering nurses, setting ongoing competence requirements and issuing practising certificates, defining scopes of practice and the qualifications needed for registration, and accrediting and monitoring education providers. It also sets the State Final Examination, provides guidelines and standards for practice, and receives and acts on notifications and complaints relating to health, competence, or conduct.
The Challenge: Aging systems & a post-COVID surge.
Personal Data – With responsibility for the registration and records of over 85,000 active nurses (and more than 150,000 total on the register), the Council manages some of New Zealand’s most sensitive personal data.
End of Life IT Infrastructure – By 2023, its existing infrastructure – a traditional on-premises server setup – had reached the end of its lifecycle. The hardware environment presented risk exposure and operational inefficiencies, and maintaining it would require significant investment without meaningful improvement in performance or resilience.
Fluctuating Workloads – At the same time, the Council’s remit was expanding. Post-pandemic years brought surges in international nurse applications, creating unprecedented workloads across its systems and team. The Council needed flexible resourcing that would temporarily scale up to meet the demand, without permanent resource commitment for when normal workloads resumed.
To continue serving the sector effectively, NCNZ needed to:
